KUCHING: Sarawak Secretary, Datuk Amar Mohamad Abu Bakar Marzuki called on all members of the Sarawak Civil Service (SCS) to prepare themselves for the 13th Malaysia Plan (13MP).
He said all SCS members must ensure that the government delivery system remains efficient, relevant and responsive to current needs.
"As outlined in the 13MP, the approach to implementing development policies and projects must be inclusive, holistic and sustainable.
"This means that, as members of the public service, we cannot continue to be in the old groove, and can no longer rely on the ‘business as usual’ approach.
"The implementation of the 3R principles, namely Revisit, Rethink, Recharge, is very important to ensure that the government delivery system remains efficient, relevant and responsive to current needs," he said in his monthly address on Wednesday.
Under Revisit, Datuk Amar Mohamad Abu Bakar highlighted the need to assess where the weaknesses are.
"Perhaps some of the work processes are delaying the implementation of projects.
“Rethink what new methods are suitable for today's times.
“Perhaps the current methods or processes were relevant 20 years ago, but are no longer relevant, especially in the context of the global economy that is now based on digitalisation,” he said.
As members of the public service, Datuk Amar Mohamad Abu Bakar said Sarawak civil servants must constantly improve and recharge to align with the leadership of Sarawak Premier, Datuk Patinggi Tan Sri (Dr) Abang Abdul Rahman Zohari Tun Datuk Abang Openg.
"As Sarawak civil servants, we must move as fast as the Premier of Sarawak.
“We cannot be left far behind. If he moves in gear five, we cannot be in gear three.
"We must move in tandem and in line so that our aspiration to make Sarawak a developed and high-income region by 2030 is achieved,” he added.
Datuk Amar Mohamad Abu Bakar also called on all Heads of Department to actively take on leadership roles.
"Leadership starts from the top. If the leader sets a good example, subordinates will follow.
“Therefore, we must be the catalyst for change and positive reforms,” he added.
In this regard, the Sarawak Secretary expressed confidence that with a high team spirit, strong discipline, and continuous dedication, the SCS can form a more efficient, transparent and integrity-based public service.
"Let us together ensure that the services we deliver are always at the best level for the people and the state of Sarawak,” he said. -UKASnews
