Sarawak Government Strengthens Public Service Delivery Through Results-Based Budgeting

KUCHING: Sarawak Government strengthens its governance and public service delivery through moving towards Results-Based Budgeting (RBB) as an effective financial management initiative.

Sarawak Deputy Premier, Datuk Amar Douglas Uggah Embas said this move reflects a deliberate focus on accountability, effectiveness, and meaningful impact for the people.

“With RBB set to roll out in 2026 under the 13th Malaysia Plan, efforts to prepare for this transition continue to gain momentum in 2025.

“In January this year, an engagement session was held with all Permanent Secretaries, Heads of Departments, and Heads of State-Owned Enterprises.

“This sessioAn served to introduce the RBB concept and clarify their roles in driving the initiative forward,” he said during his ministerial winding-up session at the 19th Sarawak Legislative Assembly (DUN) Sitting on Wednesday.

Datuk Amar Douglas Uggah noted that significant progress has been achieved as of May 2025, with the Inaugural Results Framework, and Monitoring and Evaluation Framework being developed.

According to him, these frameworks have been developed for all Ministries, Departments, Local Authorities, and selected Statutory Bodies, and Government-Linked Companies.

“In parallel, efforts are underway to digitalise the RBB process through a web-based platform designed to integrate planning, monitoring, and performance reporting will be deployed.

“This integrated management information system will enable real-time tracking of programme outcomes and also connect seamlessly with existing financial and project management systems such as the Sarawak Accounting System and the Integrated Project Management System,” he said.

He expressed confidence in its ability to enhance data accuracy, streamline decision-making, and improve overall delivery of results once operational. -UKASnews
