Official Launching of Other Religions Service Management System (ORSEM)

The Other Religions Service Management System (ORSEM) is a digital platform developed in 2023 to modernise and streamline UNIFOR’s services for Houses of Worship of other religions throughout Sarawak. ORSEM was officially rolled out in November 2024, marking a major milestone in our digital transformation agenda. In July 2025, the system underwent extensive enhancements to fully support all four core functions of UNIFOR’s service delivery to the Houses of Worship.
The upgraded ORSEM now provides a complete end-to-end digital experience, covering (1) registration of Houses of Worship profiles, (2) submission of fund applications, (3) submission of project progress and completion reports, and (4) change-of-scope applications.
This new version is more interactive, intuitive, friendly and visually appealing—designed to offer a seamless user experience while promoting transparency, efficiency, and accountability. With ORSEM, UNIFOR continues to empower Sarawak’s multi-faith communities through accessible and responsive digital services.
The system was officially launched by The Right Honourable Datuk Patinggi Tan Sri (Dr.) Abang Haji Abdul Rahman Zohari bin Tun Datuk Abang Haji Openg, Premier of Sarawak.
This Other Religions Service Management System (ORSEM), a collective effort between UNIFOR, SCSDU and SAINS Sarawak. This initiative is inline with PCDS 2030 which targets Sarawak Government service to be fully digitalised by the year 2030.
